LaTeX Project Public License

David Carlisle, on behalf of the LaTeX3 Project, just posted to
comp.text.tex the announcement of the "LaTeX Project Public License", valid
for the next upcoming LaTeX release.  This is of interest for Debian,
w.r.t. DFSG compatibility.
