Without //TRANSLIT, iconv fails if DST-ENCODING is US or ASCII,
but with //TRANSLIT, all characters that aren't included in ASCII are
rendered as `?'. This useful, but not as useful as the conversions
performed by recode. Where is `//TRANSLIT' documented?
