Probably, but I'd say you'd generally start those daemons after mounting /var. The system will already experience a small time bump halfway during boot if you're running ntpdate, so it's not probably a problem if you'd use adjtime only at that point either. I.e. run hwclock --noadjfile --utc or hwclock --noadjfile --local immediately at startup, bring up the network, mount /var, and then you either run hwclock without the --noadjfile switch or ntpdate to set a more accurate time.
