To clarify, "ukr" is ISO 639-2, and "uk" is ISO 639-1.

This seems to be further reason for using ISO 639-2 instead of -1.
639-1, with its shorter names, has more room for confusion; both of
these confusing examples (CA and UK) are no problem at all in ISO 639-2
(CAT and UKR).
Whether the confusion is worth deviating from 639-1, I don't know. I
don't think deviating from 639-1 to 639-2--if only for languages where
639-1 is confusing--is a bad thing. I don't feel strongly enough about
it to argue further, though.
