	I claim no oracular powers, but it seems to me that since the
 potential for annoyance for a mis-conceived mass filing is so
 much larger than that of a single misfiled bug, mass filings are to
 be discussed on devel and a rough consensus reached that the bug
 report is indeed kosher.

	Often, in these discussions, alternate solutions emerge that
 may mitigate the mass filing, or with multiple minds the solution is
 refined, improving the efficiency of rectifying the situation.

	On the other hand, things often do devolve into senseless
 flame wars.
