I think it just needs a correction of focus. There should not be a
user-level setting. Instead, a user may have a number of roles, represented
by Unix groups. If a user is added to a group associated with a particular
role, all menu entries associated with that role will be added.
Group ownership of the menu file establishes what role it applies to. If
the sys admin has a problem with the project's role assignements, the group
ownership can be overridden by dpkg-statoverride.
