The question appeared in the new version (1.99.x) of reportbug that was just
moved from experimental to unstable.  I looked in the code of the Woody
version and saw parsing of the Bugs: header in there, but I couldn't work
out the correct syntax for the control file to trigger it.  It's the bugsre
stuff in reportbug.py.

The Woody version doesn't ask the question and just sends it to the BTS.
