I do have to agree here. I have a patch lying around on master that
causes reopen not to change the submitter address on all the merged
bugs, or at least that's what it's supposed to do. I'd submit it if I
had a reasonable way to test it myself without inflicting it directly on
the BTS.

Cluebats appreciated if there's some easy way to test changes that I
don't know about ...
