Well if svgalib really is the only library where some kind of
postprocessing of dependencies is needed, something like
dh_svgalibdummydep would of course help. But if there is annother
problem like this, there needs to be a tool to get the
esatimated dependency from *_shlibs, because then it would be no
problem dealing with this string and putting back the information
with dh_gencontrol.

With a new debhelper-programm to get the info from the problem of
dealing with internal files is resolved so everybody should be happy :)
