To try to keep everybody *somewhat* happy, why not:

 - keep the install location of traceroute as /usr/sbin
 - provide a debconf question asking the admin if they would like a
   /usr/bin/traceroute -> ../sbin/traceroute symlink created
 - create the above link in the postinst ...

This would allow people of both camps (ie. allowing users easy access to
traceroute vs. trying to make it hard for users to use traceroute) ...
