Doing ITPs

I've just checked http://www.debian.org/devel/wnpp/being_packaged
and I've discovered that an ITP for Toutdoux has been done twice.
This is one example of the kind of mistakes that should not happen.
Firstly, everyone is able to use "apt-cache search" to check whether
a given app has already been packaged in Debian. Then, looking at
the above URL can show if someone is already working on the
application.
If an application has been ITPed a long time ago, and it is still
not packaged, it is more polite to contact the ITPer first to know
what's happening and take the maintainership afterwards.
Then, don't forget to close the wnpp bug when you release the
package otherwise the package is still marked as been worked on.
