Why?  When did Debian decide it wouldn't ship historic documents, or
current legal texts?  They certainly don't belong in "non-us" or
"contrib" or "nonfree".

Sure, and if you want to upload them, I wouldn't object.  If we find
that there is so much textual matter being uploaded that it becomes
too much for the archive to deal with, then by all means, we'd have to
take some step to prevent it from clogging things.

But we aren't there now.
