All nice documents.

At a certain point, of course, it has to get called off. The reason
for the UN Charter is that it is in fact currently a document with
controlling influence; similarly the Convention on Human Rights, the
North Atlantic Treaty, or the Treaty of Rome. Obviously historical
interest enters in as well, but the Treaty of Versailles and
Thucydides aren't really documents of state and don't have any real
legal import anymore, which was the motivation behind including the US
state documents.

The bound is uncertain, and not rigid, which I use.

In any case, sending suggestions to debian-devel isn't the right way
to add things: instead suggest them to me or on bug-gnu-utils@gnu.org,
and be prepared to supply a copy.
