Yes, sort of. At the end of the installation there is the possibility to
select "tasks" of software to be installed or to select manually. If you
don't choose the task "Desktop environment", X is not installed by default.
You probably have to install it manually using apt-get or better
aptitude. Easiest way is to install the package x-window-system and its
dependencies. For GNOME install gnome-core, or kdebase for KDE.

Since you are using the netinst-iso, everything except the base system
must be downloaded from the network. You will need to setup your cable
modem (pppoeconf?) or use full CD sets.

If you only install X (and no display manager like gdm/kdm), then startx
is ok. Otherwise the gdm/kdm login screen will start by default.

For the GRUB problem I'm no big help. I've heard of some problems with
SATA disks, but son't know if it's related here.
