Bug#213773: fails on hppa

The problem for partitioner on hppa seem to be that fdisk-udeb isn't
installed by anna by default, as it is priority extra.

I base this on the hppa install report at
<URL:http://lists.debian.org/debian-boot/2003/debian-boot-200310/msg00337.html>,
and the reply at
<URL:http://lists.debian.org/debian-boot/2003/debian-boot-200310/msg00485.html>.

The partitioner udeb currently depend on "cdebconf-udeb, parted-udeb,
hw-detect-full", and the program used for partitioning seem to differ
from architecture to architecture. How do the other archs make sure
their required partitioning program is installed by default?
