Is this problem only for pdf format ?

Currently, ja documentation also can not be converted into pdf correctly,
so we has the following lines in documentation/Makefile:

     57 # ja-documents are currently not converted into .pdf correctly
     58 ifneq ($(LINGUA),ja)
     59 TARGETDOCS      += install$(DESTEXT).pdf
     60 endif
 
I suppose this can be modified to add some more languages, for ex:

We hope to solve this TeX confusion in future, but the history of TeX
in Japan produced two incompatible implementation and it is difficult
to merge them into main tex.

IMHO, both of them are not appropriate to be directly merged into 
main tex, because they are just a localized version, and are not 
correctly internationalized. The packages of those implements themselves
are required to convert old but valuable many documentations. This is
another story.

The third implementation, which is included in cjk-latex (maintained by 
Anthony Fok as a Debian package) may be usable as a solution for this 
situation in debiandoc2latex* and pdflatex, I hope, but I have not tested 
it yet.
