Maybe you just don't have the access permissions. Try
dd if=/dev/hdc bs=64k count=1 of=/dev/null
If you get a "permission denied", then you should
consider to add your account name in /etc/group to
the floppy group. See also the output of 'ls -l /dev/hdc':
brw-rw---- 1 root floppy 22, 0 Aug 19 06:36 /dev/hdc
