I've worked a bit on the SPI web pages to get them updated and use
more flexible techniques.

Major changes are:

 . Board is now translation independend (despite a bunch of slices)

 . News, Minutes and Resolutions use a generic index with proper dependencies

 . Added missing Resolutions and Minutes

 . Extracted translated titles into .title files

 . Synced a little bit with the Debian webwml stuff

Translators may want to fix up their language, i.e. several new slices
are missing and some translations (japanese, italian, norwegian,
romanian, french, spanish) are probably out-dated
