Bug#1114733: RFS: instant-remote-storage/4.2.0-5 -- fix Lintian aliased-location; dh_installsystemd

this is a packaging-only refresh for instant-remote-storage.

Changes since 4.2.0-4:
 - Install systemd unit via dh_installsystemd under /usr/lib/systemd/system
   (fix Lintian: aliased-location).
 - Regenerate orig tarball without VCS dirs; sbuild is Lintian clean
   (only pedantic/informational tags remain).

Changes since 3.0.0-14:
- New upstream release 3.1.0.
- Safer file-create handling in the watcher to avoid spurious “Untitled” copies with common GUI flows.
- Conflict policy reordered/clarified to reduce needless “(copy)” outcomes.
- Directory mirroring toggles (mirror empty dirs on CREATE/MOVED_TO).
- Cold-start dedup retained (skip unchanged files at boot). No regressions expected.
- Docs refreshed.

Build/tests done on unstable (amd64).

Changes since 3.0.0-13:
  - Add guard in the watcher to skip unchanged files at cold start
    (same device+inode, same remote path, same SHA256), preventing
    duplicate re-uploads after reboot. Normal re-uploads still occur
    when content changes or when files are deleted and re-added (new inode).
  - README/CONTRIBUTING/LICENSE wording tweaks. No code regressions expected.
