Changes since the previous RFS iteration:
  - debian/control: improved short/long descriptions; wrap-and-sort of fields.
  - debian/changelog: add proper 3.0.0-13 entry; bump Standards-Version to 4.7.2 (no changes needed).
  - No code changes; source-only upload.

Lintian: clean, except pedantic/watch about upstream signature (upstream doesn’t provide one).
