Adam, It makes everything easier if the Debian packaging repository is separate from the upstream repository. There are no rules on where they need to be hosted. However, my personal recommendation (also the recommendation of the majority of Debian developers) is that the Debian packaging repository be hosted on Salsa. This is because there are some nice integrations with the larger Debian ecosystem if such is the case. Wherever you decide to place the Debian packaging repository, the Vcs-Browser and Vcs-Git entries should point to the Debian packaging repository and not the upstream repository (this is understandably confusing to some people the first time they try to package for Debian).
