Bug#1016864: RFS: librcc/0.2.12-1 [QA] -- RusXMMS Charset Conversion library

Dear mentors,

I am looking for a sponsor for my package "librcc".

Upstream has just released a new version of librcc, fixing some libxml
bugs and incorporating patches sent upstream from Debian.

I've also dropped the GTK package. Thanks to Chris Hofstaedler and
Bastian Germann for suggesting this.

The upload needs to go to NEW, due to the added librccui0 and
librcc-doc binary packages.

 * Package name    : librcc
   Version         : 0.2.13+ds-1
   Upstream Author : Suren A. Chilingaryan <csa@suren.me>
 * URL             : http://rusxmms.sourceforge.net/
 * License         : public-domain, ISC, FSFAP, LGPL-2.1+
 * Vcs             : https://github.com/RusXMMS/librcc
   Section         : libs

The source builds the following binary packages:

  librcc0 - RusXMMS Charset Conversion library
  librcc-dev - RusXMMS Charset Conversion library (development files)
  librcc-doc - RusXMMS Charset Conversion library (documentation)
  librccui0 - RusXMMS Charset Conversion library (user interface)
