I added an ITP for you. Please add (Closes: #995695) in the package's changelog.
Please remove the NMU in the changelog and adjust the Debian revision accordingly.
You should target unstable or experimental with your first version.

Please also fix these lintian warnings:

I: rinutils source: unused-override debian-watch-file-is-missing

I: librinutils-dev: wrong-section-according-to-package-name librinutils-dev => libdevel
Also, vcs-field-uses-insecure-uri needs to be fixed. The git:// protocol is not available on salsa. 

Please post another RFS when you have fixed your package.
