The upload is mostly for a new upstream release, but it also updates to
the latest standards etc.

This is a request for a review and upload of the update. The amended package
builds and works, and is lintian-clean.

Changes since the last upload:

   * New upstream release:
     - Fixes lintian acute-accent-in-manual-page tag.
   * debian/control:
     - Bump standards to 4.5.1 and 13
     - Fix lintian 'cute-field debian/control@source Vcs-browser vs Vcs-Browser'
   * debian/copyright:
     - Remove a duplicate entry.
   * debian/upstream/metadata:
     - Add missing fields.
   * debian/source:
     - remove override which is no longer necessary.
