The package is orphaned. Thus, there's no maintainer to force any changes
over the head of. And you have free reign to do anything to the package
however you wish (ok, as a non-DD you also need to make a sponsor happy).
Thus, your options are:
* a QA upload
* adopting the package
In both variants, the new version number will be "1.1.6-4".
As for changes to the package, at a quick glance everything looks ok. It
would be also good to drop/update obsolete VCS URLs.
