You don't, but the person signing the upload must upload a source+binary
rather than source only.  And, because of a recent rule change, this
currently takes two uploads, at least until there's some infrastructure
to auto-rebuild which hasn't been agreed upon yet.

I've just tried to upload source-only anyway, and as expected, it failed.
Thus, we need to do it the hard way.  Uploaded, in NEW.  Let's get it
through before Christmas. :þ
