Bug#930595: RFS: uacme/1.0.15-2 [ITP]

xmllint is from package libxml2-utils, asciidoc recommends it but does 
not depend on it.

On my system when I install asciidoc it pulls also libxml2-utils

Should I add libxml2-utils to the build-deps?
