Reuploaded.  I skipped most of the review, so if you changed something since
the previous upload (which I did not save), I did not look adequately.

Also, it is good to include REJECT reasons in subsequent retries.  I did
read it, but no other potential sponsor can -- and there are times when any
given person won't even look at new requests.
