Turns out your orig tarball differs from what's in the archive.
Since they use different compression (.gz vs .xz), both the previous and new
versions of the source built okay on my side, the problem didn't show up on
debdiff, etc.

When using the unmodified 0.4 tarball, the source fails to build:

 dpkg-source -b xmltoman-0.4
dpkg-source: info: using source format '3.0 (quilt)'
dpkg-source: info: building xmltoman using existing ./xmltoman_0.4.orig.tar.gz
dpkg-source: info: local changes detected, the modified files are:
 xmltoman-0.4/Makefile
 xmltoman-0.4/xmlmantohtml
 xmltoman-0.4/xmltoman
dpkg-source: info: you can integrate the local changes with dpkg-source --commit
dpkg-source: error: aborting due to unexpected upstream changes, see /tmp/xmltoman_0.4-5.diff.SHeBKD

As you're using the quilt format, you'd need to either:
* put the changes as a patch (dpkg-source --commit can be helpful), or
* (as you're the new upstream) release a new upstream version
