For an adoption, we generally want to see further improvements to the package so that we can be confident you have a genuine interest in continuing to maintain it. If your adoption is merely changing the Maintainer: field, we can't be confident that you are unlikely to abandon the package. It is better for the package to be orphaned, so anyone can make a QA upload, than have an inactive maintainer. Could you take a look through the packaging and see what else could be improved, please?
