FYI, IMHO this is a udev upstream bug.

I would like to point to /lib/udev/rules.d/70-debian-uaccess.rules
Thus, we do already ship an outdated version of those udev-rules in the udev package. Obviously, we do not need two.

It has been tried to bring those rules upstream:
