ftp-master policy is that all source code must be present in Debian
and all binaries shipped by Debian must be buildable from that source
using tools in Debian.
The best way to prove that is the case is to never ship binaries in
source packages and instead always build them from source.
Personally I would not upload a package that doesn't build all
binaries from source.
