This "form" is to request reviewing and sponsorship for a Debian
package.  nothing of what you linked has something to do with it.

Are you trying to ask to update the version of ultracopier we ship in
Debian?  In that case the formal way to do that (that may or may not be
efficient) is to file a wishlist bug against the package in question,
asking to update it.
