Something to do with explaining if it "is legally allowed and technically possible to auto-build the package", although it's not clear to me if that email (and a presumed response to it) should happen before the package is uploaded.

The person doing whitelisting will probably want to look at the package, so I'd only send e-mail after the package has been uploaded and ACCEPTed.
