This version changes the soname (as you know), and with that there might be a multi-package transition (didn't checked). It becomes unnecessarly hard to do a transition when you need to do sourceful uploads of all the reverse build-deps to change the build-dep. Usually -dev packages aren't versioned, and they just depends on the last lib package. This is how you do a library transition in debian: https://wiki.debian.org/Teams/ReleaseTeam/Transitions Now, this might not apply to primesieve, since it's a quite new package and there might be no r-deps yet, but I think it's sensible to take the occasion and rename that versioned -dev package to the unversioned counterpart.
