Why would you need to wait until the package gets accepted through NEW
and migrates to testing before sponsoring a newer version of this
package? Assuming the package is ready for upload, you can go ahead
and upload it to NEW now without any negative consequences.

Carl, it doesn't particularly matter whether a package in NEW is at
the front, middle, or end of the queue, because ftpmasters don't
review every package in NEW in the order that it got into the queue;
it's most certainly not a FIFO queue. That being said, I don't know
the exact specifics of how ftpmasters decide which package to review
next, but if you're worried about a particular package being stuck in
the queue for a long period of time (where "long" is > 1 month), I
suggest simply giving them a friendly ping via email.

Regards,
Vincent
