When the mosquitto broker runs as root, it will always attempt to drop
privileges to the mosquitto user by default, or another user if so
configured. If it is not running as root, this does not happen. I
don't believe that building packages as root is a good idea, I would
suggest simply trying again with a non-privileged user.

I have uploaded the fixed version to mentors. This is again a bumped
upstream version due to a few other bugs being reported. I don't want
to miss out on a willing debian developer and have a version uploaded
with known bugs :)
