The only reason to add a versioned build-dep on valac is if earlier
versions of valac cause gnome-pie to FTBFS, not if earlier versions of
valac are removed from Debian (the build-dep is still satisfied in the
latter case), so your d/changelog entry ("valac <= 0.16 will be
removed. Therefore change valac release to >= 0.22.") suggests that
your change is redundant, although is harmless aside from making it
more difficult for people who want to backport your package.

Anyways, your package looks good otherwise, so built, signed, and
uploaded; thanks for your contribution to Debian!
