While I somtimes no longer remember what features I've already added
to some code a long time ago, I think I would at least remember if
I had written a whole program. In other words, please make sure to
look up the correct upstream author.

ircii is orphaned. You cannot do an non-maintainer upload because there
is no maintainer. Please either adopt it and do an MU or do a QA upload instead.
(also the empty line after the first line is missing, which makes this uneccassary
hard to read.)
