* Convert thuban man page to Docbook XML.
* Add man page for create_epsg.

Package thuban version 1.2.2-4 is in NEW now,
and the package at mentors is not newer (2013-11-22) than the package in NEW (2013-12-12),
so there is currently no package to sponsor.
