mentors.debian.net doesn't offer binary packages (I think the
historical reason is that end users sometimes picked up binary
packages from mentors.d.n, and then complained to the BTS or elsewhere
when those packages broke something). I suggest just building it
yourself, e.g. using pbuilder:

# pbuilder --build premake4_4.3-2.dsc
