donating test cases

I would like to follow up to get status on:

1) Chris writing a brief "how to write TET test cases for the LSB"

2) Stuart to determine how to donate TET ready test cases for the LSB that
aren't actually using or depending on TET.

We have folks wanting to donate/write tests, but they want to minimize the
impact of TET.
