Updated lsb-fhs test suite

I've uploaded an updated version of the LSB fhs test suite (1.1.2.3)
to:

ftp://ftp.freestandards.org/pub/lsb/test_suites/beta/source/distribution

The changes made were in response to rulings from the Spec Authority
and include:

LSB.fhs/root/bin/bin-tc 45
  - Only check for executable permission of ping instead
    of testing it works (Andrew Josey)

LSB.fhs/usr/include/include-tc 2
  - This test is a duplicate of another test and has been set to return
    NOTINUSE (Andrew Josey)

LSB.fhs/usr/x11r6/x11r6-tc 4
  - Only checks /usr/include/X11 points to /usr/X11R6/include/X11
    if /usr/include/X11 exists otherwise return UNSUPPORTED (Andrew Josey)
