Updated usersgroups test suite

There is an updated source version of the usersgroups tests suite
(1.1.2.3) available at:

ftp://ftp.freestandards.org/pub/lsb/test_suites/beta/source/distribution

Changes include (both in response to updates from the Spec Authority):

- Bug #(548688) Testcases relating to group passwords have effectively
  been removed from the test suite (ie set to NOTINUSE) (Kevin Caunt)

- Bug #(524042) Testing of all options for chfn except  except -f and -h
  have been removed from the test suite. (Kevin Caunt)
