FHS V2.1 compliance test assertions

The Linux Standard Base (LSB) has developed, is running, and maintaining a
Filesystem Hierarchy Standard (FHS) test suite based on V2.1.

The LSB test workgroup has run this test suite on ten different GNU/Linux
releases.

As a result, the LSB test workgroup has a list of possible issues with the
FHS V2.1 specification based on assessing the test results.

We would like to ask the FHS workgroup to comment on these thirteen
