True.  That's when the user requests the query.

... unless the traditional or prior behavior of the program is never to
query, in which case existing scripts very likely don't expect it.  To
my knowledge, useradd has never queried for user input.

Again this is a pedantic detail, but the spec should probably not
require interactivity of utilities where it's not necessary or
practiced.
