Spec status (fwd)

For some reason, my fingers typed out lsb-test instead of lsb-spec, where it
should have gone.

I've been quietly toiling away at a spec framework. Obviously, none
of the sections are complete, and there are sections that I haven't even
included yet, but I think there is enough there to get a feel for the
framework. You can see the current draft at http://www.linuxbase.org/spec/ .
I keep it updated as I make changes.

Please make comments on both the framework itself, and specific contents of
the document. There are several sections that someone will need to write,
probably from scratch.
