command conflicts between FHS 2.2 beta and LSB specification

The following commands are listed as required by the FHS 2.2 beta
specification, but are not listed in the commands and utilities
section of the LSB specification.

dmesg
login
stty
shutdown

For all of these we can:

- Add the command to the included command list (and eventually a man
  page for it) OR

- Explicitly exclude the command in the FHS section of the LSB
  specification OR

- File a bug report with the FHS 2.2 beta to mark the command as
  optional.

I suggest we should just add all of the above commands to the included
command list. Any objections?
