Files modified by programs

Hi,

Do you think it could be possible to move every file that are modified by
a program and that are now under /etc to /var ?
I'm speaking about /etc/mtab (here for historical reasons),
/etc/network/ifstate, but also /etc nologin or files that are used as
flags.

All this files make life very hard when you want to have a read-only /etc
(for example mounted from a CDROM or protected by security patches like
LIDS).

conf.module has successfully become module.conf. Why won't these changes
succeed too ?
