Notice that if the verbosity level is 2, all output to stderr and stdout is
suppressed.  If the verbosity level is 3, output to stderr and stdout is not
suppressed, but that also turns on output tracing with set -x.  I'd like a
verbosity level that does not suppress stderr and stdout, but also does not
turn on output tracing.  That can be done by simply changing the line above

to 

if [ "$VERBOSE" -lt 2 ]; then

The effect will be silence for level 0, debug_echo messages for level 1 and
above, stderr/stdout unsuppressed for level 2 and above, and complete output
tracing for level 3 and above.
